Twibes - Organized into dozens of groups to find people with similar interests. Recommend other Tweeters you like.
TweepMe - Paid for site that once you join, everyone else who has joined will automatically follow you.
Twitter Getter - Strategy site to gain 1,000's of followers quickly & easily.
TwitteRel - Enter keywords. The system will find Tweeters who have recently used those keywords. Then you can follow them.
Twitter Karma - One of our favorites! Tools that finds all of your followers and those you are following. Very easy interface to show you which of your followers you are following & vice versa. We use this once a week to un-follow those not following us.
Twit Seeker - site that allows you to enter specific key words found in individual Tweets & profiles. Then you can follow those you are interested in.
